  • Finding: Unprofessional Conduct. Entered a dwelling in search of a criminal fugitive creating unreasonable risk of harm or damage to another.
  • Action: Bail Bond Recovery Agent license was denied.

Washington State — Michael Becker, dba Bail Bond Boyz

  • Finding: Failure to return collateral within the required timeframe.
  • Action: Ordered to pay $300 restitution and a $250 fine.

May 2009

Spokane — Christopher Smith, Smith Family Bail Bonds

  • Finding: Paid an inmate to refer him business.
  • Action: Fined $250.

April 2009

Spokane — David Reynolds

  • Finding: During an attempt to recover a fugitive, Reynolds shot and killed a dog inside the home of the complainant.
  • Action: Licensed revoked for 10 years.

Eric Arps

  • Finding: Failed to cancel recovery contract causing harm to a member of the public.
  • Action: Stayed suspension for three months.

Shirley Arps

  • Finding: Failed to cancel recovery contract causing harm to a member of the public.
  • Action: Stayed suspension for three months. Fined $500 and order to pay $500 to client.

    • Failed to cooperate in an investigation.
    • Failed to notify DOL of criminal charges.
    • Engaged in conduct leading to gross midemeanor convictions.
  • Action: Bail bond agent license revoked for 7 years.

  • Action: Bail bond agent license suspended for 8 years with 4 years stayed (not imposed), and required to complete 8 semester credit hours in accounting.

  • Finding:
    • Conducted unlicensed business.
    • Committed acts of moral turpitude.
    • Converted funds of another for own use.
  • Action: Ordered to permanently cease and desist from engaging in bail bond activities or transactions until properly licensed or the director modifies or vacates the disciplinary order.

September 2006

Tim Jewett, dba Jewett Bail Bond Agency

  • Finding: Aided and abetted an unlicensed person.
  • Action: Bail bond agency and agent licenses suspended for 12 months, with all 12 months stayed (not imposed) for 3 years if he has no further violations of law and pays a $5,000 fine in a timely manner.
