January 2008
Seattle — James T. Tribblet, Star’s V.I.P. Towncars Inc.
- Finding: In March 2007, provided limousine services to the public in a vehicle that was not licensed or insured.
- Action: Limousine carrier license suspended for 1 year, with the entire year stayed if he pays a $1,000 fine and has no further violations of the Limousine Carrier Act during the 1-year stayed suspension.

Bremerton — Rawan Kumar Maju, R.K. Services Inc. d/b/a R. K. Limousine
- Finding: Fraudulently represented to the Department and the public that his vehicles were properly insured.
- Action: Limousine license and vehicle certificates revoked and fined $6,000.
October 2007
Kent — Justin Jasbinder Singh Johal d/b/a Northwest Car Service
- Finding: When respondent applied for a Limousine Carrier license in July 2007, the Department found that he was found guilty in King County Superior Court in September 1997 of “assault in the second degree with sexual motivation” and was required to register as a sex offender.
- Action: Limousine Carrier license application denied, effective October 15, 2007, with no right to reapply until September 26, 2012.
April 2007
Seattle — Justin De La Fleur, Pierre R. De La Fleur, Abba International Financial, Inc., dba Abba International
- Finding: In March 2007, respondent was disciplined and ordered to pay a $2,000 fine for providing limousine services to the public in a vehicle that was not licensed or insured; offering alcohol and/or making alcohol available to minors and carrying beer in the driver portion of the limousine; and misrepresenting to the customer that they would be picked up in a vehicle that could accommodate 10 passengers when the vehicle could only hold 8 persons. Respondent did not comply with the Director’s Order.
- Action: Limousine Carrier license and Limousine Vehicle Certificates revoked, effective April 25, 2007, with no right to reapply until respondents fully comply with the Director’s Order by paying the $2,000 fine and obtaining vehicle liability insurance for each vehicle used as a limousine.
March 2007

- Finding: In August 2006, respondent held itself out to the public as being able to provide taxicab transportation services by providing an immediate rental of his vehicle.
- Action: Fined $500.
Mercer Island — Lana Kravets, Alexsandr Kravets, Seattle Luxury Transportation LLC, dba Five Star Towncar Service
- Finding: In July 2006, respondent provided limousine services to the public in a vehicle that was not licensed or insured, and held itself out to the public as being able to provide taxicab transportation services by providing an immediate rental of their vehicle.
- Action: Fined $1,500.

- Finding: In July 2006, respondent held itself out to the public as being able to provide taxicab transportation services by providing an immediate rental of his vehicle.
- Action: Fined $500.

- Finding: Provided limousine carrier services to the public without being properly licensed and insured.
- Action: Respondent obtained proper license and insurance. Fined $500.

- Finding: Provided limousine carrier services to the public 107 times without being properly licensed and insured.
- Action: Ordered to cease and desist all activities, and pay $20,000 fine.

- Finding: Fraudulently represented to the Department and the public that his vehicles were properly insured.
- Action: Limousine license and vehicle certificates revoked, and fined $1,000.

- Finding: Fraudulently represented to the Department and the public that his vehicles were properly insured.
- Action: Limousine license and vehicle certificates revoked, and fined $500.
Seattle — Shiferaw B. Malle, American Airport Express Transportation
- Finding: Unprofessional conduct, and failed to comply with the Final Order of the Director issued on May 2, 2005.
- Action: Limousine license and vehicle certificates revoked with no right to reapply until all conditions of the Final Order of the Director are met.
Sedro Woolley — William Eugene Clay, Cascade Executive Services, Inc.
- Finding: Provided limousine carrier services to the public without being properly licensed and insured.
- Action: Ordered to cease and desist all activities, and fined $1,000.
