International travelers need approved documentation beginning June 1, 2009

OLYMPIA — The Department of Licensing reminds travelers the Western Hemisphere Travel Initiative (WHTI) deadline goes into effect June 1, 2009. All travelers will be required to present a passport or alternative citizenship document when entering the U.S. from Canada by land or by sea.

Washington residents that are U.S. citizens have the option of getting an Enhanced Driver License/Identification Card (EDL/ID). The EDL/ID is a driver license/ID card that is WHTI approved for land or sea border crossings to Canada or Mexico.

If you haven’t already obtained your EDL/ID, and aren’t traveling the first part of June, we recommend you delay visiting our office until after the deadline passes to avoid the rush.

“Some offices are seeing extremely high volumes in response to the upcoming WHTI deadline,” said Liz Luce, Department of Licensing Director. “We expect those volumes to recede shortly after June 1.”

Like U.S. passports, each EDL/ID includes security features like a radio frequency identification device that is scanned at border crossings to verify the holder’s identity and speed up the border crossing process.

“Washington and British Columbia have a long history of friendship and our citizens are accustomed to great flexibility when traveling across our shared border,” said Governor Chris Gregoire. “We found a way to boost security at our border without hampering trade and tourism. This is particularly important with the 2010 Winter Olympics and Paralympics in B.C. fast approaching.”

Washington was the first state to begin issuing EDLs in January 2008. They are just $15 more than a regular driver license and are valid for five years. Participation is voluntary. EDL/ID is not approved for international flights.

Fourteen Licensing Service Offices across the state offer EDL/ID, some offices require an appointment to apply. You must apply in person and you must bring documentation proving U.S. citizenship.
