City of Spokane Valley license

Who needs a license?

The City of Spokane Valley requires all businesses located within the city limits, or who conduct business within the city limits to be licensed with the city. City approval is required for initial issuance.

Exempt businesses

Businesses exempt from city licensure include:

  • Nonprofit organizations located outside of the city.
  • Governmental organizations.
  • Farmers selling their own farm products.
  • Casual or isolated sales providing they take place no more than 4 times a year.
  • Delivery of goods by vehicle to a location in Spokane Valley when the actual sale took place outside the city.
  • Taxi, limousine, airporter, or similar service where the business operates from premises outside the city.
  • Sales of goods or services by mail, telephone, or internet where the seller operates from premises located outside the city and the only event occurring within the city is receipt of the goods or services.
  • Provision of Internet or wireless phone services where the provider operates from premises located outside the city and the only event occurring within the city is receipt of the services.

*Businesses qualify for the nonprofit license if they are registered with the Office of the Secretary of State as a nonprofit corporation or submit a copy of the business’ IRS 501(c) certificate with their Master Business Application.
