  • Finding: Failed to disclose on the purchase order that the vehicle was rebuilt.
  • Action: Fined $1,000, which is stayed as long as they don’t commit further violations for 1 year.

Blue Chip Motors — Spokane

  • Finding: Late title transfers.
  • Action: Fined $1,500.

First National Fleet and Lease, Inc. — Seattle

Tri-City Car Sales, LLC — Kennewick

  • Finding: Represented themselves as another dealer when they submitted a trade-in authorization for payoff form to the legal owner, and forged the registered owner’s signature.
  • Action: Fined $1,500, and will remove Maria Mendoza as an owner and officer.

D.K. Auto Sales, LLC — Bellingham

  • Finding: Failed to pay the fine assessed by the director.
  • Action: Vehicle dealer license suspended until the fine is paid in full.

D.K. Auto Sales, LLC — Custer

  • Finding: Failed to disclose on the purchase order that a vehicle had been totaled out by an insurance company and rebuilt.
  • Action: Fined $300.

JM’s Auto Sales — Tacoma

  • Finding:
    • Sold a vehicle without having possession of the title, and the lien on that vehicle wasn’t released until 18 days after it was sold.
    • Late title transfer.
  • Action: Fined $750.

Kero’s Auto Brokers — Edmonds

  • Finding: Late title transfer, and failure to have possession of the title at the time of sale.
  • Action: Dealer license suspended for 10 days, and fined $1,500.

    • Violated statutes regulating buyer’s agent.
    • Failed to properly disclose the documentary service fee.
    • Failed to maintain records at the established place of business.
    • Received a fee of $1,400 from a licensed Oregon vehicle dealer after leasing a vehicle.
    • Failed to record the use of a vehicle dealer temporary permit in the permit log.
    • Failed to maintain copies of computer-generated title applications.
  • Action: Fined $2,000.

B.I. Auto Sales, Inc. — Everett

  • Finding: Sold 3 vehicles without clearly disclosing the rebuilt brand on the face of the Purchase Order Agreements.
  • Action: Fined $1,500.

Ivan Valentinovich Kriger — Spokane

  • Finding: Unlicensed dealer activity.
  • Action: Ordered to cease and desist.

Martinez Autos — Sunnyside

  • Finding:
    • Late title transfers.
    • Failure to have possession of title prior to sale.
    • Falsified date of sale and date of delivery on the title application.
  • Action: Fined $1,000.

Adam Lee Porter — Bellingham

  • Finding: Unlicensed dealer activity.
  • Action: Ordered to cease and desist.

Northwest Auto Sports — Renton

  • Finding:
    • Failed to pay off lienholder.
    • Overcharged titling fees.
    • Late title transfers.
    • Failed to submit vehicle insurance coverage until 28 days after the date of purchase. The buyer was involved in a traffic accident before the dealer submitted the money to the insurance company, and was informed the vehicle wasn’t insured.
    • Paid off lienholder 101 days late.
    • Was issued 3 tax warrants by the Department of Revenue, totaling $276,650.74.
  • Action: Dealer license revoked for 1 year, and fined $8,000.

Northwest Motorsport, Inc. — Puyallup

  • Finding:
    • Late title transfers.
    • Failed to pay off several lienholders in the appropriate time period.
    • Failed to have possession of several titles at time of sale.
  • Action: Fined $4,750.

John Toldi, dba ABC Car Care Sales and Services — Lynnwood

  • Finding: Unlicensed dealer activity.
  • Action: Ordered to cease and desist.

September 2012

Copart Auto Auctions — Graham

  • Finding: Failure to disclose salvage brand.
  • Action: $250 monetary penalty.

Family Auto Center — Spokane Valley

  • Finding: Overcharged license fees. Dealer submitted a separate purchase order agreement, without purchaser's knowledge, to the finance company, including the cost of GAP insurance, which the customer did not request.
  • Action: $4,000 monetary penalty and the dealer license is revoked for 5 years.

Gary George — Everett

  • Finding: Unlicensed dealer activity.
  • Action: Cease and desist.

Jens Christoph Schoene — Olympia

  • Finding: Unlicensed dealer activity.
  • Action: Cease and desist.

SVS Auto Sales, LLC, and Vyacheslav Sloboda — Tacoma

  • Finding: Odometer tampering.
  • Action: Vehicle dealer license is revoked for 1 year.

August 2012

Jason Carrington — Granite Falls

  • Finding: Unlicensed dealer activity.
  • Action: Ordered to cease and desist, and fined $4,500.

Dream City Sportscars, Inc. — Bothell

  • Finding:
    • Failed to transfer funds into a trust account.
    • Failed to pay off lien holder within 10 days from the date of sale.
    • Failed to pay off a consignor within 10 days from the date of sale.
    • Made late title transfers.
    • Issued a second E-Permit without authorization from us.
    • Were issued several tax warrants for unpaid taxes for a total of $272,491.07 by the Department of Revenue.
  • Action: Dealer license #0819 revoked for 2 years. If they violate any provision of this order, we may take further action against their license.

Meridian Auto Sales — Graham

  • Finding: Sold 3 vehicles without clearly disclosing the rebuilt brand on the face of the Purchase Order Agreements.
  • Action: Fined $1,500. If they violate any provision of this order, we may take further action against their license.

Ruddell Lease-Sales, Inc. — Port Angeles

  • Finding: Wholesaled vehicles to people who don’t have a vehicle dealer license.
  • Action: Fined $2,000, which is stayed as long as they don’t commit further violations for 1 year.

Maricela Santos — Moxee

  • Finding: Unlicensed dealer activity.
  • Action: Ordered to cease and desist,and fined $5,000.

Sunwest Enterprises — Yakima

  • Finding: Made late title transfers, and failed to have possession of titles at time of sale.
  • Action: Fined $1,750. If they violate any provision of this order, we may take further action against their license.

  • Finding: Late lienholder payoff.
  • Action: Fined $1,000.

  • Finding: Unlicensed dealer activity.
  • Action: Ordered to cease and desist, and fined $16,000.

June 2012

Baydo Chevrolet — McKenna

  • Finding: Sold vehicle and failed to disclose that the vehicle had frame/unibody damage.
  • Action: Fined $1,000.

Bellevue Auto Sport, LLC — Bellevue

  • Finding:
    • Failed to maintain a commercial location, business hours, a telecommunications system, a permanent sign, and records.
    • Late title transfers.
    • Falsified the date of sale on a vehicle title application submitted to us for transfer of the title.
    • Issued at least 2 dealer temporary permits on a late title transfer.
  • Action: Vehicle dealer license (#7799) suspended until they comply with the established place of business requirements, and fined $2,500.

Best Autos, LLC — Auburn

  • Finding:
    • Nine late title transfers, and sold 6 of the 9 vehicles without having possession of the title at the time of sale.
    • Submitted falsified odometer statement to us, showing the mileage as 81,381. (Advertised the mileage as 79,000 on Craigslist, when in fact it was over 140,000.)
    • Sold an insurance salvage vehicle and transferred the title 38 days late. Didn’t have the title in his possession on the date of sale.
  • Action: Fined $15,000, with $5,000 stayed (not imposed).

Hans-Heinz Uwe Lang — Snohomish

  • Finding: Unlicensed dealer activity.
  • Action: Ordered to permanently cease and desist, and fined $4,500 ($2,500 stayed).

Lopez-E-Auto Sales — Yakima

  • Finding: On May 16, 2007, we issued them a Correction Notice for failure to clearly disclose in writing on the purchase order agreement that a vehicle was an insurance salvage rebuilt. On September 24, 2010, they sold another vehicle without clearly disclosing in writing on the purchase order agreement that the vehicle was an insurance salvage rebuilt.
  • Action: Fined $1,000.

Mega Motors — Snohomish

  • Finding: Failed to comply with the established place of business requirements.
  • Action: Vehicle dealer license #0112 suspended.

Alejandro Leon Pena — Centralia

  • Finding: Unlicensed dealer activity.
  • Action: Ordered to cease and desist, and fined $9,000.

Sunny Valley Sales — Centralia

  • Finding: Sold a vehicle without clearly disclosing in writing on the purchase order agreement that the vehicle title stated that the vehicle is “rebuilt.”
  • Action: Fined $500.

The Sweat Shop — Spokane

  • Finding: Sold a vehicle and failed to disclose that the vehicle had been totaled out by an insurance company and then rebuilt.
  • Action: Fined $1,000, with the total amount stayed (not imposed).

Roman Stefan Tomsinkski — Olympia

  • Finding: Unlicensed dealer activity.
  • Action: Ordered to permanently cease and desist, and fined $5,000.

May 2012

Auto Boys Sales & Services, Inc. — Tacoma

  • Finding: Late title transfer.
  • Action: Fined $500.

Auto Resources — Seatac

  • Finding: On June 1, 2011, sold a vehicle and didn’t have the title for the vehicle on the date of sale. To get the title, had the vehicle inspected by the Washington Patrol as an insurance salvage on June 10, 2011. The title was transferred into their name on June 16, 2011. On June 18, 2011, prepared and issued a 2nd purchase order agreement to the buyer, and changed the date of sale from June 1, 2011 to June 18, 2011 to reflect a later date of sale. The application for title they submitted to us shows a sale date of June 18, 2011.
  • Action: Fined $1,000.

Denchel Ford Country — Prosser

  • Finding: Late title transfers.
  • Action: Fined $2,500.

Dependable Car Sales — Auburn

  • Finding: Sold a vehicle without:
    • Clearly disclosing in writing on the purchase order agreement that the vehicle is an insurance salvage rebuilt.
    • Obtaining a Washington State Patrol vehicle inspection for the vehicle.
    • Applying for and receiving a certificate of ownership for the vehicle before the sale.
  • Action: Fined $1,000.

East Side Auto Sales, Inc. — Woodinville

  • Finding:
    • Late title transfers.
    • Falsified date of sale and date of delivery.
    • Issued a hard-copy dealer temporary permit, and failed to use the application copy of that permit to apply for transfer of the title into the name of the purchaser.
    • Failed to provide our representative records of the acquisition and distribution of that dealer temporary permit.
  • Action: Fined $2,500.

Satbinderpal Singh Ghag — Kent

  • Finding: Engaged in unlicensed dealer activity.
  • Action: Ordered to cease and desist, and fined $7,000.

Hector’s Car Corner, Inc. — Centralia

  • Finding: Transferred titles late and failed to have possession of titles before or at the time of sale.
  • Action: Fined $5,000, with $2,000 stayed (not imposed) so long as they don’t commit similar violations for 1 year.

Highland Motors — Bellevue

  • Finding:
    • Sold a vehicle on November 17, 2011, before having a signed consignment agreement and possession of the title. As of December 28, 2011, had failed to pay the owner of the vehicle.
    • Signed (forged) vehicle owner’s name on the Affidavit of Lost Title for the vehicle.
    • Failed to maintain vehicle transaction files at his established place of business for 5 vehicles.
  • Action: Dealer license #7115 revoked for 5 years.

Viktor N. Vladimirov — Vancouver

  • Finding: Engaged in unlicensed dealer activity.
  • Action: Ordered to cease and desist, and fined $7,000 with $3,500 stayed (not imposed) for 1 year so long as he doesn’t engage in the business of a vehicle dealer without a vehicle dealer license.

Ricky Zeko — Puyallup

  • Finding: Unlicensed dealer activity.
  • Action: Ordered to permanently cease and desist, and fined $25,000.
