Vehicle Certificate of Ownership Application
Use this form to:
- get a title (Certificate of Ownership) in your name after purchasing or acquiring a vehicle from someone other than a licensed Washington vehicle dealer.
- change your name or the name of your business on a vehicle title.
In person
Simply go to a vehicle licensing office with all parties to be named on the title. The licensing agent will help you through the process.
By mail
- Fill out the Vehicle Certificate of Ownership Application.
- Have the signatures of everyone to be named on the title notarized.
- If your address is outside of Washington State, complete a Certificate of Fact for Address Verification form (see below).
- Mail your notarized application form with all supporting documents and a check or money order for the fee to:

Certificate of Fact for Address Verification—Exception
Submit this form with a completed Vehicle Certificate of Ownership (title) Application only if you meet one of the following exceptions to the residence address rule:
- You have an overseas Military APO/FPO address.
- U.S. Postal Service mail delivery is not available at your Washington State primary residence or principal place of business street address.
- You are active duty military and your home of record is Washington State, but you are currently stationed in another state or jurisdiction.
- You are not a Washington resident, but need a valid vehicle or vessel title to get a title in your resident state or jurisdiction or your vehicle must be registered in Washington State.
Please provide your address information in the “mailing address” field on the Vehicle Certificate of Ownership Application form.
