As Mr. Storvick mentioned, my name is Fred Wade and my title is Chairperson for the Washington State Collection Agency Board. The board has, designated me to preside over this hearing. This is a public hearing, before the Washington State Department Of Licensing and it's being held to elicit public testimony, both oral and written with regards to propose rules 308-29-085 Remote Work Requirements and 308-29-010 Definitions. Fred: Excuse me. The department is required to make a record of this hearing by stenographic, mechanical, or electronic means. And therefore we are recording this hearing. This hearing is being held on January 5, 2021 at 11 AM. as a virtual public hearing, without a physical space. Board members, presenters, and staff will all participate remotely. The public may call in using the information provided for the telephonic conference. Public notice of this hearing was given by notice number WSR 20-23-083 filed with the Code Revisers Office on November 17th, 2020, and by posting notice of the hearing on the Collection Agency Boards website, the proposed rules are available on the website at: Fred: https:\\www.dol.wa.gov\business\collectionagency\collaws.html Fred: These rules are proposed pursuant to the provisions of RCW 19.16.351. The Washington State Collection Agency Board is promulgating rulemaking to codify into permanent rule the option for collection agencies to offer employees of licensees, the ability to remote... to remotely work together with the detailed requirements that must be met by licensees and employees to maintain public safety and security. Representatives of the Washington State Department Of Licensing are present today and I will ask them to introduce themselves at this time with their name and title. Each comment either received to day or during the comment period becomes part of the hearing file. All comments will be received the board and a response we will be made in writing and included in the concise explanatory statement, which is filed with the CR 103. Anyone who makes a comment today or during the comment period will be sent a copy of the concise explanatory statement. Fred: At this time, we will call on those who signed up to speak at start off this call, you will be called to testify in the order in which you have signed in. To assist in preparing the record of this public hearing individuals' testimony today should state your name, who you represent, if you are testifying on behalf of others, and whether you support or oppose the proposed rules.
