Vehicle and vessel data requests
Things to know:
- We do not approve all requests. We consider all requests for data based on the following criteria:
- Whether your organization can legally receive the data.
- Your organization’s ability to safeguard Protected Personal Information (PPI).
- If we have the resources to provide the data.
Contracts
- We require a contract when you request PPI and data on a recurring basis.
- A contract is not required if you are requesting a one–time data file that does not include PPI.
- Before submitting the Data Records Contract Application, review the Contract Terms and Conditions.
- We may require your organization to go through regular audits. This is to ensure you follow contract requirements.
Compliance
- We require an evaluation of your organization’s data security program. We must do the evaluation before providing PPI to ensure you meet our standards.
- After receiving PPI, your organization may be subject to audits. Audit costs will be the responsibility of your organization.

State law, 46.12.630, governs who can receive lists of vehicle and vessel owners and for what purpose.
We provide vehicle and vessel owner information the following ways:
Plate Search Secure File Transfer (SFT)
Plate Search SFT provides limited information used for:
- Vehicle parking tickets.
- Tolling.
- Photo enforcement.
Service details
- The SFT runs hourly and is available 24/7.
- We can send multiple files can daily, one per hour.
- We will send a flat file, such as Excel spreadsheet.
- For Report of Sale, the file will only return registered owner information with a yes or no flag. It will also include the date the owner reported the vehicle sold.
- The file layout varies by type.
Fees
- You must pay a one-time set up fee of $1,299.93 in advance.
- There is a $127.15 monthly fee.
- There is a $0.025 fee per unique vehicle identification number (VIN).
- Governmental entities are exempt.
- Fees reimburse us for the cost of providing the data to your organization.
Plate Search Web
You can use Plate Search Web for:
- Vehicle parking tickets.
- Tolling.
- Photo enforcement.
Service details
- The web service is available daily, from 3:00 a.m. – 8:00 p.m., PST.
- We will send the data in XML format.
- For Report of Sale, including buyer/purchaser listed on a Report of Sale, and dealer temporary plates (e-permits).
- The web service links directly to the live system.
- The file layout varies by type:
Fees
- You must pay a one-time set up fee of $1,539.30 in advance.
- There is a $254.30 monthly fee.
- There is a $0.025 fee per unique vehicle identification number (VIN)
- Governmental entities are exempt.
- Fees reimburse us for the cost of providing the data to your organization.
Secure File Transfer (SFT)
You can use SFT for aggregate data requests for vehicle and vessel information. This does not include Plate Search SFT or Web. You can also use SFT for one-time or recurring data transmissions.
Service details
- We will send you a flat file, such as Excel spreadsheet.
- The file layout varies by customer needs.

Fees
- For recurring data transmissions:
- You must pay a one-time set up fee of $2,607.68 in advance.
- There is a $254.30 fee per month.
- There is a $0.025 fee per record (VIN/HIN).
- Governmental entities are exempt.
- Fees reimburse us for the cost of providing the data to your organization.
- For one-time data transmissions:
- Your organization must pay for the actual costs of creating and providing the data file.
- The rate is $60 per hour. o We will provide an estimate upon request.
- There is a $0.025 fee per unique vehicle identification number (VIN/HIN).
- Governmental entities are exempt.

- There is a $254.30 fee per file each month you request it.
- Fees reimburse us for the cost of providing the data to your organization.
